One option is the creation of public health and social welfare Co-ops
The Shircore Consultancy is keen to develop the concept of Public Health Co-operatives by both Commissioners and/or 3rd Sector Providers. Creating local Co-operatives would facilitate the establishment of “critical mass” agencies able to deliver enhanced public health contract value and effectiveness.

Why use a Co-op model?
Benefits to the Commissioners of a Co-op model:
- Limited number of Co-Ops to deal with but representing a large number of agencies of known value
- Commissioners can request the Co-op to provide a mix of services and activity outside the capacity of a single provider however large
- Risk is spread throughout the Co-op reducing default by the Provider. If a single member defaults other members are likely to be able to take up slack
- An increased range of potential providers with specialist or local credentials
- Opportunity for large scale sustainable activity
- Can bring together large and small providers with a high level of equity between members
- Financially auditable and credible
Benefits to Providers of a Co-Op model:
- Providers maintain their own identity yet still contributing to a collective effort
- Are able to contribute relative to their own requirements & capacity
- Risk is spread financially and operationally
- Mutuality means ability to share expertise, back office, personnel, training & development functions
- Financial reward and recompense for activity without loss of identity
